When a road is “Closed to the Public” only event officials and competitors may use it. A road re-opens to the public once the GREEN LIGHT vehicle has passed. The GREEN LIGHT vehicle has a flashing GREEN LIGHT. If a stage is run twice, then the GREEN LIGHT vehicle only comes through at the end of the second running, the road remains closed to the public between runs.
